    I have tried to ctrl click/alt click/shift click and drag but it is still in the middle of my screen?? How can I remove it and what is it called? WoTLK classic upgrade and update.

    That is the Target button, you can disable it by going to Settings > Target Button and then untick Target Button.
    To move the Target Button, uncheck Fixed Mode. Move the button to desired location.

    Alternatively, you can type /Dugi Reset which will reset all frames to their default locations.
