pre requisite for “Bounty on murlocs”

I do believe that “The Tomas Report” is the prerequisite for this quest, but it is not included in guide. Either that or it is not in the right order.

Deliver Thomas’ Report is in the guide and ahead of Bounty on Murlocs

Second toon, guide still wants me to accept “Bounty on Murlocs” before having finished “Find the lost guards” that comes before “Report to Thomas”. Actually at the same time that I pick up “Find the lost guards” the guide wants me to pick up “Bounty on Murlocks”. Pretty sure I have encountered this before as well but havent reported it before.
