Ok so usually I just wait after a major release but recently the ability to move the Quest / Objective / Campaign frame has essentially disappeared when it used to be able to toggle on and off as wanted so you could move the frame on the display to where you wanted it to be placed. Now everything is locked to the far right. Was this intended with the latest release?

The new Blizzard UI has made some complications for many addons. To move the quest objective frame enter main menu (ESC), Click Edit Mode. Click on the Quest Objective frame, you can now move it where ever you’d like, you should also notice a slider, this can change the length.
