You can still do this quest – just not in retail. My bad.
I tried it on my Mage and was not able to complete it – however, I just tried it on my Paladin and the item did drop. The information I had stated it would only work in wow classic and I wrongly assumed it wouldn’t work in WotLK because I was unable to get the quest.
