You should be able to move it by holding the CTRL button or disable the option in Other > “CTRL Right Click Menu”
note that the Icon Arrow move around your character and it is not designed to be moved. You can disable the Icon Arrow to switch back to the classic TomTom style arrow from the Arrow menu
