looks like that quest is only available after a mini event where the quest giver gets attacked. we will make this optional;. 

the quest that you can do in this zone should be suitable for your level, it is a wide level range zone.

I checked the guide and you correct that the step to accept is quest in Thunder Bluff is missing. This will be fixed right away, do you recall any other quests that you had problems with?

this is a bug with the thunder bluff flight master, this is now fixed, thank you for the screenshot.

do a test by renaming WTF to WTF1 (make sure wow is close)  to completely reset everything. You can recover it back deleting renaming it back to WTF 

when you delete saved variable manually you also need to delete the .bak files otherwise wow is use it that as a backup recovery.

Try loading the installer go to settings > click repair > check in the game and confirm  Dugi is uninstalled (don’t skip this step) 

then  reinstall the guide

make sure wow is closed when you repair and reinstall.

This is mistake in the guide, sorry about that, I have fixed it for next build.
