Taxi System not Flying

Is there any way to configure my settings so that travelling uses the taxi system first? I would like the guide to provide travel steps like it always does in areas where I have unlocked flying . I do not want it to simply show a direct line to the objective – that’s not helpful if I don’t want to fly there myself. For example, in BFA, to go to Drustvar, I want the guide to show the steps for boat or flight master, not to simply fly directly there?

I thought it did that by default.
Here’s my settings to reference with Dugi Guides Settings if they still don’t work change the “Use Flightmasters” from Auto to Always.
