Lv 60 quest or after you pick Covenant — one of those and it was available for me.
In fact there are quite a few of the Night Fae quests that won’t work pre-60. After you are sent back to Oribos after cut scenes, etc…you should recognize it. The rest of the guide is largely unavailable pre-60.
